CE Marking of recreational crafts and its components

Since June 16, 1998, all vessels placed for the first time on the EU market, whether they are new vessels built in the EU or new or second-hand vessels from other countries, bust bear the “CE Marking”.

Import post-construction “CE Marking”

Any vessel, craft, watercraft or motor that does not bear a “CE Marking” can obtain a post-construction “CE Marking” through the intervention of OCA Global, according to the procedure established in Annex V of Royal Decree 98/2016 – conformity equivalent on the basis of the post-construction assessment – EPF Module.

The assessment of a recreational craft after its construction and manufacture, in the even that neither the manufacturer nor its representative established in the EU are responsible for it, may be assumed by the person established in the EU that commercialises it or puts it into service at his own risk.

In this case, OCA Global will prepare a compliance report concerning the evaluation carried out, informing the person who puts the product into service of its obligations – being the latter the one who will draw up a declaration of conformity –, who will be able to place or have the “CE Marking” placed on the product, accompanied by the identifying number of the relevant notified body, OCA Global’s in this case.

Depending on the type of vessel, it will be necessary to issue three certificates of conformity: the post-construction certificate, the noise emission certificate, and the exhaust emission certificate, as in the case of personal watercrafts.

Conformity assessment process

The process is initiated with an intervention request from the shipyard, the importer or the shipowner, indicating the definition of the equipment, the scope of the work, and the inspection site.

After the evaluation according to the chosen module, the inspector will perform stability tests, pollution tests of the gases produced by the engine, and will measure noise emissions. With these results and the revision of the design, the corresponding certificate of conformity would be issued.

It applies in the design and construction of:

• Recreational crafts between 2.5 and 24 metres, and semi-finished recreational crafts.    
• Personal watercrafts.    
• Components mentioned in Annex II of Royal Decree 2127/2004 (Explosion protection equipment for inboard engines and stern drive engines, mechanism that prevents the start-up of the outboard engines when any of the gears is engaged; rudders, steering mechanisms and cable assemblies; fuel tanks for fixed installations and fuel pipes; prefabricated hatchets and portholes).    

It applies to exhaust emissions of:

• Propulsion engines intended for recreational crafts and personal watercrafts.    
• Important modifications and engine changes.    

   It applies in the noise emissions of:

• Noise emissions from vessels with inboard and in-outboard engines without integral exhaust.    
• Vessels with inboard or outboard engines without integral exhaust that are subject to significant conversion.    
• Personal watercrafts.    
• Outboard or in-outboard engines with integral exhaust.
